To ensure the requirements of the labour market (qualification requirements of the job) and civil society in general (as a responsible and empowered citizen) are met, all relevant stakeholders (in particular companies and social partners) ought to be involved in designing or revising learning outcomes and assessment methods. The description of learning outcomes – i.e. statements of what a learner knows, understands and is able to do on completion of a learning process – is based on the competences to be acquired. Training contents are based on real work and business processes.
